In 2020, cyber criminals certainly have not. Taking advantage of the COVID-19 crisis, major malware and ransomware attacks on corporations, individuals and governments – including a multi-pronged major attack in Australia – have spiked.

It is estimated that this year cybercrime damage will reach six trillion euros, a sum equivalent to the GDP of Japan.  Google alone registered a 350% increase in phishing attempts during the lockdown crisis. Where are the attacks coming from?  Can they be prevented? What protection is there?

Greg Medcraft, Director for Financial and Enterprise Affairs, OECD Greg Medcraft is the OECD’s Director for Financial and Enterprise Affairs. From 2009 until his appointment to the OECD in November 2017, he was Commissioner and then Chairman of the Australian Securities and Investments Commission (ASIC), Australia’s corporate, markets, financial services and credit regulator. Prior to this, Greg had a 30-year career in banking at Société Générale, finishing as Managing Director and Global Head of Securitisation. Mr. Medcraft was also Chair of the IOSCO Board and a member of the Financial Stability Board from 2013 to 2016.
Rogier Soer, Head of Cyber and TMT Europe, AXA XL Rogier Soer joined AXA Corporate Solutions Paris in 2009 as a liability underwriter. Prior to working in the insurance industry, Rogier was involved in developing multi-platform Outsourced IT solutions in Europe and North Africa, focusing on the financial services sector. Rogier has been instrumental in developing a number of markets for the AXA Corporate Solutions liability and E&O portfolio and has extensive knowledge of both the London and European insurance markets.

In 2013 Rogier co-created CyberSphere, the first comprehensive Cyber Insurance policy for AXA in Germany, the UK, and France, and now manages the European Cyber and TMT portfolio for AXA XL in his role as Head of Cyber and TMT Europe.

Rogier was born in Amsterdam and holds a Bachelor of Business Administration degree.

Alice Dalgleish, Project Manager Officer, Cybersecurity Department, Anaya Alice Dalgleish is the Project Manager Officer (PMO) of the cybersecurity department in Anaya, an IT consulting firm based in Paris. Before taking up this current role, Alice worked as an analyst in different political and diplomatic institutions, both in France and in Australia. Thanks to these previous experiences and her technical knowledge, she supervises cybersecurity audits in the public sector. In addition, Alice assesses global developments and trends in the cyber threat landscape.

Alice holds a Postgraduate Diploma in International Security (Sciences Po Paris) and a Bachelor of International Relations from the Australian National University (ANU).

Immediately prior to his appointment to the post of Ambassador and Permanent Representative of Australia to the OECD, Dr Robson held the position of Managing Director at FTI Consulting.

Prior to this, he was Chief Economist and Senior Economic Adviser in the Prime Minister’s Office; Director, Economic Policy Analysis Program, Griffith University (2011-2015); Director, Deloitte Access Economics (2009-2011); Senior Economic Adviser, Office of the Leader of the Opposition (2008-2009); Lecturer in Economics, Australian National University (2001-2007); and Graduate Economist, Treasury (1994-1995).

Dr Robson holds a Master of Arts and Ph.D in Economics from the University of California (2001) and a Bachelor of Arts (Honours) in Economics from James Cook University (1994).
